Abstract

This article analyzes the investigative work of the state against the problems identified on the Colombian-Venezuelan borders, making a diagnosis based on the information given by the National Council for Economic and Social Policy CONPES, the National Administrative Department of Statistics (DANE) and Law 191 of 1995, which makes clear the situations that are being lived in these border regions in the part: Health, social,political, economic, cultural, financial, are deteriorated and making an analysis of the document and a statistical analysis From the data released by DANE, there is a lack of deepening in culture and interculturality where a society subject to state abandonment must be rebuilt. The methodology used was made based on the information provided by DANE, for the year 2013, likewise, the documentation of the CONPES 3085 of the year 2014 was taken, and the Base Document Plan Borders for Prosperity, under law 191 of 1995. In the development of the theme, two important themes will emerge:Culture or Interculturality on the Border and Resignification of the border as a problem of state and governability. Similarly, strategies and actions are proposed to change border situations taking into account the proposals by the author and by the information given by CONPES. It concludes on the intention to promote the consideration of the ethnic-cultural wealth of the borders and the special protection that these communities deserve. Consolidation of binational cultural integration processes. Finally, implement a differential policy for these towns or communities to strengthen the binational ties of our border.
